Kaboom!  Yeah boy, there'll be some yelling about that... FEMA is going strictly by the book - I suspect that what's at the very bottom of it is that none of the BCC units carry water and hoses.  I'm not sure anymore what squads in Mtgy do have water, but old Squad 5 from Kensington (actually both the Seagrave from the '50s and '60s and the Mack from the '70s) had a tank and a booster line or two and had put the first water on many a fire.
