[Scan-DC] 141.1 with MAXWELL 67 (3rd attempt at sending)

Been getting some sporadic activity on this freq in the last week or so as
being heard from Southern MD. We are having a hard time identifying who the
freq is used by and  what for.

I figured I would post a bit about it hoping something might ring a bell
with some other listeners.

12:40:21 "MAXWELL 67 COMMO CHECK"
12:40:53 "And uh, what is that frequency again sir?"
12:46:35 "67, Radio Check"
13:34:28 "67, COMMO CHECK"
13:34:39 "Got you Loud and clear about 5,000 feet.
13:34:54 "59 miles out at 5,000 feet, heading to Langley" 13:35:11 "Base,
uh, if you still got us in contact, would you mind calling weather or
getting the ATIS. And tell me what you are looking at right now." 13:36:45
"Thanks for the try and I'll talk to you on the way back"

I had him weak but readable for the most part.

FWIW. It seemed he was heading to Langley but was not talking to any Langley
interests. And from the Comms I can't confirm his C/S was MAXWELL 67 or he
was 67 talking with MAXWELL. At 5,000 feet I would find it hard to believe
he was talking to MAXWELL AFB if he was 57 miles out and heading to Langley.

Also on 02/21/08 I had a PAT 2402 conducting several radio checks on 141.1
with what I am reasonably sure I heard as ALPHA OPERATIONS from 3 distances
out. As if they were actually checking the reception area of the ground
station.

Any input folks?
