Almost the entire state of Texas has gone digital and our PSDs love it. We've just had another wide-area trunked system in the Rio Grande valley switch other in the last few weeks. 

What is bad for scanning is a lot of the systems use either encrypted audio or encrypted control channels. I was very dubious of encryption on a daily basis but it has been working for several years in many places and the police and fire departments seem to be happy with it.
