[Scan-DC] Post coverage of Arlington's new 911 center

I missed this from last week. Here's an online version of the Post's article
on Arlington's new Emergency Communications Center. It's in the Arlington
Courthouse building. I toured their old ECC last year as part of the
Citizens Police Academy. The old ECC was/is across the parking lot, next to
the Courthouse Regal Cinema. Even the old ECC was pretty cool. I think they
are keeping it as a backup, but I'm not sure.
