[Scan-DC] dont go out if you don't have to

Arlington was running about one accident every 5 minutes for a couple of hours there. It's slowed down a little now. Sidewalks by my place are a sheet of ice.

All my scanners are jumping off the hook right now with accidents, people falling, even DC was complaining...
