[Scan-DC] new BWI ADIZ East daytime freqs

Thanks to some sleuthing by TinEar we seem to have a new ADIZ East pair for the BWI araa. The freqs are
132.775 and 342.425. At night they seem to revert to the 126.75/291.625 pair

I will fix the Wiki articles; all that I've sent files for the quicklist, please add as appropriate.
