There are a number of local law enforcement agencies in the Annapolis area that might be active and in the clear: Annapolis PD (on the AACo TRS); DGS Police; MSP; USNA Police; NRP; AACo. PD and Sheriffs.  I'd also expect various mobile command posts being deployed, and I'm sure that the Naval Academy Stadium lot will be quite full :) This may be a perfect time to monitor RINS and the various VTAC and UTAC channels as well.  And it might be fun to listen to 121.5 for all the TFR busters. It's going to be interesting...

Apart from the various protection services, which as mentioned before, is quite likely to be heavily encrypted,
another set of things that might similarly be encrypted are the digital talkgroups for the narcs and such
on the AA system. They are already digital/encrypted. 

I understand there will be a short CAP event as well. I don't know who will be covering - the Langley 
F22As (callsign Sonic) were used over Turkey day, I suppose they could get the call again. I'd keep a
close eye on the UHF side of the TRACON as well as the usual 260.9 (Huntress), and 350.25/135.525 Guard 
Dog pair, and just maybe 139.7 which is also a known Huntress frequency. I also wouldn't be a bit 
surprised if USCG Helos 'Blackjack' would be up (157.15 channel 23a in FM mode, of course).

Given the extreme sensitivity of the event, expect a full court press for security. All these are guesses,
