[Scan-DC] NEW FCC URL

I am sure this has been sent out, but another reminder will be helpful.

The FCC has changed its frequency databse to different format.  Yesterday
as I was trying to look up a frequency neither of my URLs worked.  Vaguely
remembering something had been on here about the FCC changing the search
engine to a different alorithm I looked around and found this URL:

http://wireless2.fcc.gov/UlsApp/LicArchive/searchArchive.jsp

I tested it and it gave me what I was looking for so I will use it for
frequency look ups.

As you know most government web site seem to be designed to impede you
looking up something that may be important, not all the other stuff that
doesn't really count.
