[Scan-DC] AR777 secondary freq change

I see on the RR Maryland milcom thread (per TinEar) that the AR777 secondary changed from 288.0 to 315.9
All those folks that I sent files - please adjust. I will change the wiki articles later today/tonight and
fix my file accordingly.
