This pub is a bit long in the tooth in this regard and does not reflect the 
new 12.5 kHz bandplan in use in this portion of the spectrum that was 
published in a previous addition of the NTIA Red Book. Under the new 
bandplan there is a 9 MHz split between repeater inputs and outputs. Your 
observation on the possbile LOC r/in below is well support by the new UHF 
bandplan that is now being implemented per the NTIA. BTW-December 31, 2007 
is the deadline for everything in the 406.1-420 MHz to be narrowbanded. I 
fully expect to continue to see more changes (they are hitting my desk daily 
in buckets), and more and more P25 kick in use on all the Fed Gov/Mil LMR 
bands. ;-))
