Motorola has been promoting its new line of digital "MOTOTRBO" radios
toward the business community for about a year.  I suspect that's what
we're hearing now on several of the UHF business channels in the D.C.
area.

It's not APCO25 compliant, but actually based on an European TDMA
standard, or so Motorola says.
