On a locomotive, the can shut the unit down which will cause it to coast to a stop (eventually) even if the brakes were no good.

My thought too, but I figure only some of the brake shoes had been
removed, not all of them. On my car, I do only one brake at a time.
Probably true for working on locomotives. When the CSX crew hopped on the
locomotive, they were able to apply the brakes.
