[Scan-DC] Ped x train in Gaithersburg, Priority 4

Pedestrian hit by train at Chestnut Street railroad crossing in Gaithersburg MD (Montgomery County).  Chestnut Street Command confirms priority 4 (ped, not train).

Advise avoiding the area - no doubt there will be a big investigation.

Also, Mtgy County Fire Communications had been on Condition Red (!) all morning due to issues with telephone landlines... apparently 911 lines were working but others weren't... unknown if this is still going on.
