[Scan-DC] Round and round Ross goes...

I think I just caught him changing stations or going home for the night.  I looked out at about
22:05, and he was still circling in the east.  A few minutes later, I looked again and saw him to
the south, heading west.

Even without the sound, he's recognizable at night because of the lighting configuration - a white
strobe and a slower-flashing (possibly rotating) red beacon.
