[Scan-DC] New VA Weather stations

See the reply I received to a message I wrote to a guy at NOAA...
PS, the new station on 162.45 wasn't on last night, and apparently got
knocked out during the storm on Wed... I haven't tried tonight (for some odd
reason, the radios are in one room and the computer is in another here!) :)
