These lists of freqs look quite old and dated. 'US Customs' was reorganized, I believe right after 9/11,
under the umbrella of the Dept of Homeland Security into (I think) 2 levels - Immigration and Customs
Enforcement (ICE) and one other, the name of which escapes me at the moment.
I kinda doubt the FBI uses their VHF/UHF network listed here, at least in the Baltimore area, unless it's
kept as a backup. I pass in front of their regional HQ (on Lord Baltimore drive in Woodlawn) every day,
and there's nary a VHF/UHF antenna in sight. There are numerous cell phone, 800 and microwave towers, however,
and there's a small microwave tower visible from the road in the back of the building pointing roughly downtown.
Those HF DEA freqs also appear old - I can't remember the last time I saw the XRay listings reported in
the WUN (now it's the Utility DXers Forum, on yahoo). I do know ICE, DEA, Coast Guard and others use
the COTHEN network (although activity has been pretty limited of late, and my guess is that secure
satellite comms are more common...), a small article on which can be found here...
