[Scan-DC] Navy Warship "1"

We're at the Delaware shore at the moment, and I've been hearing a
vessel on the marine channels identify as "Navy Warship 1" several
times.

Mention was also made of it being an aircraft carrier.  The ship comes
over Ch.16 occasionally and makes contact with any ship in the area to
check on its intentions.

I've scanned the 138-144, 148-150, 380-390 and 406-420 bands hoping to
find a control channel for an on-board trunked system.  So far, no
success.

Nothing showing up on AIS either (http://henney.com/sp).

Any ideas which aircraft carrier this might be and why it's in the
area of the Delaware Bay?
