[Scan-DC] Is This A P25 System

These freqs are medium to strong at my qth but I can't get a decode 
with the 996t & very little info @ RR re the freqs:

138.0625
138.5125
138.6125
138.7750

  I've tried P25 & Moto Type II VHF without any luck.
I would imagine it's federal but who knows.
Anyone have any luck?
