   I have been hearing of various plans to deploy small craft, maybe not 
much bigger, or perhaps even smaller than those balsa wood gliders we 
all used as kids, for surveillance purposes.  Question: If one of those 
flew into my back yard, and I clobbered it with a hunk of wood, would I 
get prosecuted for destroying government property?  Or, what of the 
talk of using nanotechnology to make surveillance craft no bigger than 
a bumblebee.  If I used a fly swatter on one, what is gonna happen to 
me?
