well, that is exactly how the Agency got caught with their pants down on the "extraordinary rendition" flights to Gitmo.....

the classified mission planes are often/usually registered to govt run dummy leasing corporations.  most of the Ross aircraft, including the planes used to transport the Director and others, regularly parked here in Northern VA are similarly registered. I have only seen one registered to FBI or DoJ.
