If this is the case, it's a great tipoff to their would-be surveillance
targets.  (“Okay, boys, the plane’s up.  Go to evasion plan...”)

I tend to doubt the relay explanation for this reason.

Anyway, the pilots are lucky.  Hardly anyone else gets to fly a small
plane in the FRZ let alone *loiter* in one!
