[Scan-DC] Freighter still stuck

They just hit high tide out by the stuck freighter (MV Montrose) and 
recovery operations are underway.  A Coast Guard HH-65 is circling a 
few hundred feet above, and a new chopper (Fox 5 I think) is overhead 
at about 1,000 feet.

The vessel is 711 feet and filled with coal.  4 tugs are going to try 
to pull her out today, and if that fails they are going to offload 
cargo and try again.

Nothing on the Marine band, but it is a bit far away for my handheld. 
Might switch to see if I can hear Fox's copter.
