[Scan-DC] non-NDW EDACS Trunk

Here's a three-channel EDACS system that's been active for the past
year or so.  Unlike the NDW EDACS, this one seems to be all digital,
although I can't say for certain because it's so scratchy here in
Takoma Park.

I would appreciate reception reports to narrow down it's location.  It
is probably a Navy facility based on the freqs.  At this moment, the
control channel is on 138.6125.
