[Scan-DC] DC Fire/EMS--How are Talkgroups Used?

D.C. Fire/EMS has refined its talkgroup assignment procedures a couple
times since moving to the trunked system.
Currently, EMS units use 0-11 and 0-12 for ops (east and west,
respectively). But rescue assignments go to 0-13.
0-3 is the primary fireground, followed by 0-7.
A-3 followed by A-7 are typically used for extended operations such as
hazmat or explosive investigations.
