[Scan-DC] FAA Emergency Freqs

Hello Chuck;

The official frequencies are 121.5 and 243.0, however in most cases, 
emergencies are usually declared on the regular ATC frequency that the 
aircraft is being worked on by Center, Approach or Tower. The pilot will 
advise us of the nature of the emergency and additional information like 
souls on board, fuel remaining, and intentions. 

I'm surprised working for MITRE you didn't ask one of the retired air 
traffic controllers that are now working there. Many of the controllers 
I work with go to work for MITRE when they retire!
