[Scan-DC] another signal question

I've found some info on the protocol (seeing if I can whip together a 
decoder for it quickly, as it is supposedly just 300 baud date with 
four bytes per packet. There are three formats used). However, the 
specs I have found say the mark/space tones are 1920 and 2140 Hz, yet 
on 169.425, I am seeing roughly 1460 and 1700. I need to take some 
more precise freq measurements, but they're no where near 1920/2140.
