[Scan-DC] another signal question

I think this is yet another water height monitoring signal.

If you do a search for "flood" on the Scan-DC archives you'll see some more
frequencies. 

You know, I'll be someone could take some of the audio-card based Packet
Radio software and read these puppies.......

I keep hitting on 169.425 with a constant tone carrier with occasional
packet data? What is this? I'm getting it S-6 w/o pre-amp. I made a
recording and a spectral analysis. It seems like the high pitch tone
is the center lock and everything else happens around it..
