[Scan-DC] UAL out of AAFB?

I was driving past Andrews today when I heard a roar and looked up to 
see a United Air LInes 747 taking off (about 10:15 am).  Painted in 
the new white/blue livery, it definitely was a UAL (not AF1).

Does United do charters for the government, or was there an emergency 
landing recently?  Just never seen that before....
