[Scan-DC] circling plane

Finally got some acknowledgement of the orbiting helos/planes and
there's a quote from Tower  specifying the aircraft and helo.

I finally got a RECORDED info about the circling planes/helos from
120.75 today. I made an mp3 of it.. Not much info on their mission but
Tower / Helo said

120.75 - National Airport (DCA) Tower (Helos)
".. right now I got a Cessna orbiting around Tysons er a helo and um I
got one at Cabin John, a Cessna."
