[Scan-DC] circling plane

   That damn Cessna is going around and around again.  This is probably 
day 5 or 6 now, in a row, that the plane has been circling 
approximately the area between Tyson's Corner and Merrifield.  I mean, 
what could it keep looking at all this time from about 2,000 feet?  It 
just keeps flying the same basic path over and over and over again, all 
day, day after day.

   I have been monitoring 119.1, the Reagan-National tower, and have 
heard no contact between the plane and that tower on that frequency.  
Even as the plane ends its circling as daylight wanes, no contact to 
announce its departure from the airspace has been heard.

   I wonder who the plane is in contact with regarding air traffic 
control operations?  Anyone have an idea as to a frequency that may be 
being used?
