[Scan-DC] SAM 0780 or 10780 to KADW

It is Fri, 4:43pm EDT (2043z).
  Gulfstream III "SAM 0780" just departed Patrick AFB for Andrews  AFB.  
Tower and acft ID as "SAM 0780," but Orlando Departure IDs the acft  as "SAM 
10780."  10780 kHz is the freq for Cape Radio here; wonder if the  Orlando 
Departure controller is a "closet" Milcom HF monitor.
  Hopefully some of the DC monitors will figure it all out.
