[Scan-DC] Virgin Festival Freqs/Talkgroups Found

I've posted a slew of frequencies and talkgroups found at yesterday's
Virgin Festival at Pimlico.  (OK, so it's not really DC scanning...)
A couple of interesting notes:

1. Baltimore Police were using two talkgroups (5168 and 5456) not
previously identified as being for Special Events.

2. Pimlico has a bunch of frequencies licensed, but only made use of a
couple. Guess they're mostly for horse racing...
