A seller can charge whatever the market will bear, in my humble
opinion, and it would
be up to the buyer to either accept the terms or look for another seller.
On behalf of commercial sellers who use UPS and the other non-USPS
shippers only,
there are generally sound business reasons to stay with the non-USPS
movers, as I
don't think USPS is quite as business friendly as the other shippers.
That is, USPS is
less inclined to make pickups at the seller's location, while the other
shippers are far
more likely to do so.
And for the folks in APO/FPO-land, the seller has to deal with customs
documents,
which adds another layer of overhead for the shipper.
And some shippers do eat some of the actual shipping costs. I just
received a book, and
per the invoice, shipping and handling was $7.95. The USPS meter strip
is valued at $8.50,
so I know the shipper is down 95 cents on the postage along, and the
shipper is also "eating"
the cost of the mailer package.
