Having worked for more than one presidential campaign, you'd be surprised at
how much stuff gets left behind at some events: radios, schedules, cell
phones, PA equipment, Blackberries -- even rental cars have been lost. Most
of the important equipment is part of the "package" that's kept secure at
all times and handled by military staff.
Advance staff is terrible at returning equipment. There was even a time when
radios were returned to the wrong campaign.
It's a good thing that the campaign expenditure reports are almost
impossible to decipher, because the list of lost stuff would embarrass any
campaign that makes it past Super Tuesday.

My goodness. What fodder for the opposition to the current
administration. Mere teens a threat to National Security? Need to be
arrested!?! You call this security? Let us not get hung up focusing on
these 'bad' boys. How did they get them in the first place? That's the
issue. Do not assume this is politics, but Clinton would already be subject
to calls for his impeachment. Arrest those who let the radios get away in
the first place. How hard can that be to find out?
