[Scan-DC] 4739/4740 khz frequency information?

As he will probably tell you, it is a form of radar looking at the return 
from ocean waves.  It is not a communications mode. Most of the licenses put 
more than one transmitter sweeping the same frequency range.  This is why it 
may sound like data.
