[Scan-DC] 4739/4740 khz frequency information?

No, this is definitely CODAR (Coastal Ocean Detection and Ranging or COstal
raDAR) and also called Seasonde.
Several of these systems are in operation along the US coasts. They are
mostly experimental licenses held by universities.
An example is WA2XXF run by Rutgers Institue of Marine and Coastal Science
which uses 4525-4550 KHz.
The University of Maine School of Marine sciences operates WC2XQH with 4750
one of its frequencies. With a bandwidth of 25 kHz or wider perhaps, it is
a likely candidate.
The University of North Carolina at Chapel Hill operate WD2XAX also in the 4
MHz band.
There are also operations at 12 and 25 MHz.
