Stretching the limit of my knowledge a bit, but....

I believe "RF17" is an over-the-air terrestrial HDTV channel. 

WKTD broadcasts on it from Porstmouth VA. (Callsign is WKTD-CD)

http://www.sbe54.org/wireless.htm  and scroll down to "UHF17". Or google for
WKTD-CD.

If anyone has any corrections, please let me know too...  :-)
