[Scan-DC] COG Radio Assignments

Number 9 is used for various hospitals (look at Fairfax' listing for 
specifics, e.g., 9A for Inova Fairfax.

I hear some dipatches of 8-series units (admittedly not channels) within 
Fairfax and have wondered if it's some sort of overflow.
