I don't know. The train in emergency on CSX would have been stopped near
Cameron Run, the stream on the south side of Alexandria that forms, in
part, the border with Fairfax County. This stream overran the Beltway
near the Telegraph Road intersection. Possibly the train's engineer
brought his train to a halt at the sight of high water - just speculation
on my part.
