[Scan-DC] Canadian research vessel doing testing in the Bay

For the last two days, the CFAV Quest, a Candian military research 
vessel has been off Chesapeake Beach conducting testing (I gather) 
with the Naval Research Lab.  I've been picking up some comms on the 
Marine band between the ship and some fisherman, most of whom are 
asking "who are you?"
