A number of those frequencies are for paging, and they're listed here:

They are being or have been auctioned off for other uses.
Wow, maybe the intermod from paging sites will finally go down in D.C...

If you're monitoring special events in the area, you'll want to keep
an eye on some new frequencies. It seems a company named Blanchard's
USA Radio Rentals is doing more and more of the radio rentals, and
they're using some unusual VHF frequencies. (They've taken over the
radio rentals from at least one event from Bearcom, which is probably
the nations's largest radio-rental outfit.) Here are some frequencies
found this past Saturday at the National Race for the Cure:
151.5125 [173.8]
152.5200 [ d143] "EMA to ___"
153.3850 [ ] Unknown if used
155.9100 [146.2]
156.5150 [ d114]
157.8150 [141.3]
159.2150 [ d624]
160.7100 [118.8]
Interestingly, some of those frequencies are public safety
allocations, or very close. I couldn't find any kind of license for
any of the frequencies.
Anyway, just something to keep in mind. I'll be posting this in the
DC forum of RadioReference as well.
