[Scan-DC] Special Events in DC--Radio Rental Provider

  The radio rental user works under the rental outfit's license...if 
they have one.  The FCC no longer licenses commercial users for GMRS.  
Previously licensed users were grandfathered.  Typical radio rental 
users usually are not well informed as to what would be the best radio 
communications choice for their requirements and don't want to go 
through a licensing procedure, purchase equipment and maintain it.  It's 
easier to rent radios.  Renting typically low power HTs is an easy way 
to get in house type radio comms.
