[Scan-DC] Alexandria TRS: Talkgroup 64 used for Special Events?

Right, I knew about the Godspeed.  But the Alexandria Police were
actually using the talkgroup for a concert on King Street which
appeared to be sponsored by Hard Times Cafe.  I think the EMS units
there were just using the Fire/EMS dispatch channel.
