[Scan-DC] Copter Crash

DCFD operated on 0-3 and used 0-5 as an ems branch. Park Eagle and a second 
Medstar copter were o/s within minutes. 4 patients had to be removed 1 was 
briefly trapped. MPD 5d noted a plume of smoke on arrival but no fire.
