Interesting article.  Glad to see that this area is finally getting some 
much deserved credit for the efforts that have been made.  Unfortunently the 
interop capabilites and spirit of cooperation that exist in this area are 
rare.   It sounds like the situation with the trooper being killed in that 
story could have been prevented simply by something like P-MARS or simply 
making a phone call.  I think there is a bigger problem in PA than just 
ability to talk on the radio.
