[Scan-DC] Loudoun TRS in Failsoft

Yeah, I'm hearing those 2 channels.  Seems that there must be another 
channel for failsoft, too.  I'm hearing some traffic on my XTS3000, that's 
not on either of those.  Interesting that you can hear everyone's brick 
beeping in the background while in Failsoft.

They seem to be back up at 9:20P.  The Sheriff's dispatchers are coming 
through with a ton of echo for some reason.
