[Scan-DC] Kennedy Center Security

Yesterday I found where Kennedy Center security has been hanging out
(I believe they've been somewhat elusive?)  They're on 408.4500 (input
417.4500) using LTR PassPort.  I'm not sure if there are other
frequencies in their PassPort system.  I couldn't hear the data bursts
every two seconds when I was on the Mall, so I guess the system must
have limited range around the Kennedy Center.

408.4500 was previously a part of the NTIA Federal Motorola trunked
system.  I guess this system is being disbanded in favor of PassPort
systems (mostly for Smithsonian), and the P-25 digital 380/406
systems.
