[Scan-DC] 464.4250 [ d565] in DC

Anyone know who's using 464.4250 [ d565]?  It's listed in the
Washington-Baltimore Scanner Almanac as belonging to DC General
Hospital, but of course that's closed now.  The signal is very strong
near RFK Stadium, however, so it's probably originating somewhere
nearby.  (I believe there are still some kind of health services being
provided at the closed hospital...?)  They mentioned a "resident
advisor" on the radio.  Sounds like security-type traffic.
