[Scan-DC] Where did Alexandria go?

Alexandria is upgrading to a digital system.  At this time they are  running 
dual control channels.  Sounds like you have locked on to the  newer control 
channel which has little activity right now since the new  system is still be 
constructed.  That should be 856.8375.  All other  control channels should 
bring you back into the current analog system.
