 I thought about this. Then it occurred to me to think outside the box,
as they say. You want the high elevations, because that's where the
reception is good. But what else could you do with high elevation? Defend
Washington against invading Confederate troops, maybe?

Just about everything named Fort something or other is on high ground. In
Alexandria, Fort Ward is near a water tank behind St. Stephen's School.
In Arlington, Fort C. F. Smith overlooks Georgetown. In Fairfax County,
Fort Munson, aka Munson Hill, is next to Seven Corners.
